City Council meetings are held once per month, typically on the third Monday at 6:30 pm. Meetings are held at 126 7th Avenue East in Benkelman.

The City Council is the governing body of the City of Benkelman. It consists of five members elected at large: two members from the West Ward and two members from the East Ward. The mayor at large is elected by the residents of Benkelman at the general election.
